I'm assuming this the fan on the H50. If so try it without the temperature setting, but leave the Q-fan enabled and set to Standard and see how it operates.
One thing is yours has a few more options than mine, I have the Q-Fan setting and that's it. It does work as it is supposed to though with it set to performance, with the CPU fan running at around ~1100 RPM and speeding up as needed (max RPM for it is around ~2400 or so).

I do hear mine going through '3 speed settings' (Building up to max) but it doesn't seem to make my CPU temps drop. Would it be because the CPU works harder because its a bit cooler?
I have "Standard, Silent + Turbo Mode" atm, i have it on 'Standard Mode' as i guess it gives quiet noise and suitable air flow, i shell change it to Turbo next time i re-boot.

Yeah I would try the various settings until you get it to work the way you want. Asus certainly didn't go out of their way to explain what each setting does clearly, that and,
mine has "Performance, Optimal and Silent", which looks to translate to the same as the three yours has. Only thing is that if you go by the explanation in the manual Performance should have the fan running at full speed, yet on mine it is running at minimum speed and noise and speeding up as needed.I have "Standard, Silent + Turbo Mode"
It could be that Cool and Quiet is what is causing the fan to work as it is and basically ignoring the Q-Fan setting. You have Speedstep enabled in the bios? If so I wonder if the same sort of thing is happening with your fan speed.
