    Games Running Abnormally slow.

Hello people, I just put windows 7 on my Toshiba M305D-S4380 and I have loved it up until this point.
Any game that I try to run, runs way slower than I've previously been able to run them.
For instance, Garrysmod before was around 50 - 60 fps
    Now, its around 20.
Ive tried to deal with this but I'm sick of my laptop not using its full potential.
Note that I HAVE been able to run these fast, so please do not post saying my laptop can't run them well. I once ran crysis on my laptop at low settings

    Anyway, Specs:
    Toshiba M305D-S4380
    Ati Radeon 3100
    4 gigs of ram
    Amd turon ultra x2 @ 2.1 GHZ
    250 gig HD

With vista they ran much faster, and yes, I did update my graphics card drivers, which seemed to help a little but not much. Help is appreciated
Edit: I shall try a vista dual boot, just to see if thats the problem.
Edit x2: I downloaded speedfan and it seems my laptop seems to be running abit hot. 70-80-90 degrees. Running a prime 95 test
Yep, runs at 70 idle and got to 96 on a prime 95

Try switching off unnecessary services like Superfetch or Desktop Windows Manager Session Manager before starting the game.

From the start menu, type in services.msc and disable those two services.

Also, what version of Catalyst are you using? Try updating it 10.6 if you haven't already done so. ATI now provides up to date drivers for both laptops and PC graphics cards so you can grab them straight from their website.

Also, with those high temperatures, your laptop might be throttling/clocking down your graphics card/CPU which could result in those lower than expected FPS. Try and clear the vents of your laptop with a can of compressed air, and see how it goes.
