    Hi, and welcome to the forums :)

    Simply put, no. Java, and it's Development Kit would need to be installed seperately once Windows 7 has been installed. If it's a new OEM build then the supplier (Dell, Lenovo etc.) may already install it as part of the package but in 99.9% of cases it's manual install all the time.
