I am trying to run a setup. (setup for a vpn). but there are no (russian) letters displayed in the program just symbols. (look attached image.)

I have windows 7 ultimate and I have installed the russian MUI en I can write russian. I also tried it on my laptop standaard english same issue.

I already tried compatibility settings, did not work

Anyone has suggestion what to look for?

Windows 6.1

Verify that system locale is set to russian.
Control panel -> Region and language -> Administrative -> Language for non-Unicode programs
