    Download it from filehippo
Download Flash Player 10.1.102.64 (IE) - FileHippo.com (For Internet Explorer)
Download Flash Player 10.1.102.64 (Non-IE) - FileHippo.com (For other Browsers)

You may have to run the Adobe uninstaller to remove all remnants of any previous download attempts.

    Uninstall Flash Player | Windows

In addition to the two prior suggestions, try rightclicking on the downloaded file .exe to "Run as Administrator."

If I read correctly, your problem is in downloading, not installing.

Try downloading using the Opera web browser. Always works for me. I have to keep a local copy since I support so many boxen here.

Did you use the appropriate uninstall tool before updating your Flash player?

*** Make sure you have no windows open as you uninstall Flash.
Exit all applications: Check the task bar and the system tray to make sure no user applications are running. For example, if you see icons for browsers or instant messaging (IM) clients such as AOL Instant Messenger or Yahoo! Messenger, right-click the icon and select either Close or Exit.***

    *Reboot on completion.

    *Install new updated version.
