Do all versions of Windows have a zip utility?

I'm going to be distributing a copy of a hiking guide and I'd like to keep it as simple as possible. Do all of the most used versions of Windows have a unzip utility?

Thanks, that should be close enough that I don't have to answer a couple hundred emails.

i don't know why you mention winrar - that's a commercial third party program, and doesn't come with any version of windows.

OK, what's the recommended free version? I had jzip before and like that. very simple no ads to upgrade. What about Macs? Can they open a zipped PDF?
