I'm slightly confused about what exactly you want, chances are you'll need to type some code anyway, because part of the thing that makes dreamweaver so expensive is because it creates the code for you as you design........

Have a look at Aptana | Studio

Here is a video to get you started with HTML & CSS:

Writing your own code is the best way to go, its not that hard either.

Here is something else I found for you, but like i said, learn HTML & CSS!! http://www.webpage-maker.com/

css doesn't do anything on its own - it only makes the html look pretty.

if you really want to get into 'achieving' stuff, learn a bit of javascript, but then you don't like code...

Bug or by design?
The min, max, close tootips on titlebars render the old XP tooltip background color instead of the new Win 7 design. Bug or by design?

New design!
Just noticed the design refresh. I like it. Nice idea to use the addressbar and searchbar is no longer confusing :p
