Need help ASAP? Stupid fake anitvirus software.

I have numerous Experience with alot of things when it comes to computers. I have been givin the oppurtuntity to remove this System Tools (some fake antivirus software) and have no means to do it. Im wondering where this would be in the registry because it seems to have knocked out some dll files that have to do with task manger, command promt and pretty much everything I can think of that would normally kill this thing. (killtaskl included) So, Im in safe mode. disabled all startup services and all services under the services tab in msconfig and still no luck. how can I get rid of this thing without installing any third party software?

Clean install, restore from backup, use the win 7 dvd to do a repair install (may not kill it). I suspect if services are still disabled you may still have malware and would download and install malwarebytes and run in safe mode to check.,

*Try to use SUPERAntiSpyware Online Safe Scan
    SUPERAntiSpyware.com - Online Scanner

    * Have you been able to run a full scan using your normal Anti virus application?

I have successfully removed that fake pop ups from av software by booting into safe mode and then doing a system restore from an earlier date. Also then run a good av product with a deep scan.

If not then as they say. Time to do a system image restore from a good point in time.
