Never use a System Tuning Program to speed up your computer - they cause nothing but problems (e.g: BSOD, freezes, crashes, errors) If you want to speed up your computer, upgrade your hardware or see this... Optimize Windows 7

Removing unused programs can definitely speed up your system.

Not sure about Vista - I would say no. Vista and 7 are nearly built the same - just a different GUI (Graphic User Interface).
