Hi Evan and welcome to Seven Forums. The problem you're describing has been experienced by thousands of people. You can try registering at uTorrent forums and search there as suggested by Irene but you will have to try and find your answer there. I feel bad having to tell you this on your first visit here Evan, but discussing BitTorrent clients is not allowed in this forum as for the most part it is an illegal activity, but should you have any questions regarding Window's 7 please come back and see us. We also have a lot of fun in the Chill Out room. Best of luck. :)

You can also go here it's a test to see if your ISP is shaping your upload or download speed.
