chm file not work with windows 7 (64bit)

I cannot open Help files that require the Windows Help (WinHlp64.exe) program.
please help

win 7 X64 Ultimate SP1

Check file Associations. In start menu search box type "file associations".

If it is a file that you downloaded right click it and select properties and make sure it is unlocked.

I had on my computer installed windows 7 64bit but i installed windows xp 64bit and now it will not offer to choose XP or 7 and it will go to Xp every time. And from Startup and Recovery it doesn't show that i have windows 7 on my PC
