Are you sure that you have downoaded the 64bit version?
    NVIDIA DRIVERS 6.06
    If yes, go to
    C:\Program Files (x86)\NVIDIA Corporation\NVIDIA System Monitor\
    and delete NVMonitor.exe if exists

But you have a 64bit OS! Download and run it!
edit: You'll get nowhere with 32bit drivers on a 64bit system (unlike other softwares)

Rename the "NVIDIA System Monitor" folder to anything else under
    C:\Program Files (x86)\NVIDIA Corporation
    try installing again!

Please tell me why do you need this utility?
This issue is driving me crazy.
    edit:
Please uninstall all of your nvidia drivers, then use driversweeper, to remove every left over pieces of drivers!
    - restart
    Try installing the utility.
Now go to nvidia, select your card and 64bit os, download&install the drivers.
