Can anyone recommend a data recovery program, for recovering files that have been deleted.

You can try TestDisk, which is even open source.

Here's the feature it has that might interest you:
- Undelete files from FAT, exFAT, NTFS and ext2 filesystems
Best recovery programs I've used are from Runtime Software, the developers of GetDataBack. You can download their trial versions and run them to see how well they detect your deleted files. But to do the actual file recovery, you have to purchase them.
GetDataBack is a Guarantee. Also Active@ Partition Recovery in case that your partitions are possibly still there but not accessible or visible and just needing a fix in partition tables, MBR, boot sector etc to get restored, instead of time consuming whole data retrieval

You can also try Shadow Explorer. That will work if you still have a restore point from the times when the files still existed.

I tried four of the above, but the file I needed was not even seen by any of the applications. It was a very small text document, erased by a syncing program.
I liked the Recuva program and the MiniTools Power Data Recovery. The Pareto Logic programs seems like it should be effective, it took about 2 hours to scan the disk, while the others only took minutes. But it found nothing.
The Recuva program has the advantage of offering a portable flash drive based version, which can be useful if you only have one partition on your computer, since you do not want to write to the partition you will be searching on.
