You certainly can. Windows setup discs have no copy protection of any kind. Of course we assume that you will respect applicable copyright laws.

Most software DVDs can be copied for backup purposes using the likes of imgburn. Some EULAs restrict the number. Of course the actual intellectual property is protected via the serial number and activation process. So spelling it out a backup installation DVD by itself alone is useless.
