I have been getting a notice saying a new version of Java is available, but when I go to install it, it says I already have this software. Is it an actual update or just glitching?

What version do you have? THe latest is version 6 update 39.

Yes. I would uninstall it and reinstall it from the site I linked.
You may also need both 634 bit and 32 bit if you are running Windows 7 x64.
