Programs that require system restart

I seem to be having a problem with programs that require a system restart before installing, for instance Alcohol 120%; Daemon Tools; etc.
They display a message saying that you need to restart your system before installing this software and you just press yes and the computer restarts automatically. As soon as you log in again after the restart, the installation automatically turns on and the same thing happens again, it asks to restart the system.
Any ideas why? this wasn't happening on windows xp

Windows 7 Ultimate Vista Ultimate x64

This was a problem that was reported since the early Beta's and I believe there are now compatible versions of both these programs for Windows 7.
