MvtApp is an application manager belonging to McAfee. Urlmon.dll is essential for Windows to work correctly.

So I'm not exactly sure what is going on to initially cause this.

If you can, download malwarebytes and run it, searching for malware.

Also, since McAfee is not working, download Microsoft Security Essentials to search for viruses.

Let us know what you find.

Normally I don't have problems with McAfee. If you want, you can uninstall McAfee and install Microsoft Security Essentials.
