Need Software Ideas

I would like to buy software that will manipulate images like Word does. Borders, textures, aspect, effects similar to what Word does. I am not concerned with photos so much just images jpeg, png, gif etc. Any suggestions.

If you're buying, Photoshop Essentials would be a good start. Less than $100 usually.

Free, Paint.NET You'll need to visit their forum and download some plugins though for more functionality.
