Well, at least it installed in another location. That's an improvement! Ha! That one looks more legit. Here's a couple more to throw at it. We are starting to run out of information in the knowledge base. If we don't find something soon. You may need to try a repair install. If that does work, then a full system recovery. But, I'm not ready to go that route, just yet. This is kind of challenging. But, a pain.
Take a look

Make sure the permissions are correct:
a. Right-click the file that it is complaining about and then click Properties.
b. Click the Security tab, and then click OK on the Security message (if one appears).
c. Click Advanced, and then click the Owner tab.
Your username should appear as the current owner.
Suggest you switch user to the "administrator" account then try to install from that account.
If problem persists you may want to try installing a previous GE version (6.0 or 5.2) to verify if that works:
I just installed it on my old XP machine, went right in. 3 minutes done. Afterwards, I right-clicked on the Google Earth desktop icon and selected properties. The file location was C:\Program Files\Google\Google Earth\"
Then I ran a search in, all files and folders. Found 19 new Google entries. Everything appeared to be in their appropriate places.
I'll try downloading this on my Windows 7 64 bit system, next. Will let you know the results.
Ok, it downloaded on the new machine just fine. I even downloaded Google Chrome with it. Both seem to work fine. I'll test it further tomorrow. File location C:\Program Files\(x86)\Google\Google Earth\"
