I have MalwareBytes, I scanned, nothing was detected as malicious. I'll create a new user account and try.

**Edit**: I've tried installing this from the built-in administrator before, and got the same results.
Ok. Continue making the new user account.

I created a new administrator account, and tried install from there, and I didn't get very far before I got the error.
Is it antivirus, the installer, or windows that causes this error?

What is the program that you're trying to install?

I got the first program you listed to install. I havn't tried the second one. What modifications have you done to Windows 7, if any? Modifications include group policy tweaks, registry edits, system file modifications, and custom themes.

I've done some registry tweaks/edits, and have made Group/Local Security policy changes, yes. I did reset the group policy, like you suggested. Would you like me to list most of the registry edits I made?

Also, are you talking about themes, as in wallpaper, sound, window colour, and screensaver?

Yes, I want you to list as many of the registry edits as possible. Also, check some of the group policy settings that you modified to see if they reset.

Restore as many of those registry tweaks back to normal. Make sure to reboot after doing so.

One thing I just remembered was CCleaner, it deleted some unnecessary keys, and repaired keys in the registry, mostly unused file extensions, and some other stuff. Could this have anything to do with my problem?
