I got the first program you listed to install. I havn't tried the second one. What modifications have you done to Windows 7, if any? Modifications include group policy tweaks, registry edits, system file modifications, and custom themes.

Yes, I want you to list as many of the registry edits as possible. Also, check some of the group policy settings that you modified to see if they reset.

And yes, the group policy has reset itself.

Restore as many of those registry tweaks back to normal. Make sure to reboot after doing so.
