see this link (follow the described process)especially the part about verifying whether your browser is 32bit or 64bit

Which Java download should I choose for my 64-bit Windows operating system?

Java for Windows 7 64 bit

Tried this, several times. Could I have two versions of IE in my computer ?
I have read from Microsoft that there are known issues with Java for my operating system. I am hoping to find a solution here among the experts.

Have you tried the offline installer - http://www.java.com/en/download/manual.jsp

Yes. Windows 7 64 bit comes with both IE 32 bit and 64 bit. In the Start Menu by default you should have both listed and the shortcut on the Taskbar should launch the 32 bit version.

Yes correct...but...I believe I am launching 64 bit from my taskbar..In any event I have tried installing both versions of JAVA. I am getting an error message that says Windows installer package not reponding, or something to that effect.

Windows 7 & JAVA not Jiving...

The error message is as follows:
"This installation package could not be opened. Verify that the package exists, and that you can access it, or contact the vendor to verify a valid Windows Installer package".
I have tried both 32 and 64 bit manual offline install, as well as all other possibilities.

Is your account an administrator account? Try downloading the installer and right clicking it and choose Run as administrator. See if that works. If not (and you are an administrator), try creating a new user account and make the new account an administrator. Now download the installer to desktop. Go back to your original user and see if the downloaded file can now be run.

However, the Run as administrator command only gives you some administrative privileges, and if they're not enough to install Java, to get around this, you need to actually log into an administrator account. Open an advanced command prompt.

Start> In search box type cmd> Right click cmd.exe in results above and choose Run as administrator> In command prompt type:

    net user administrator /active:yes

Now log out of your regular account and back in as the administrator, where you should be able to install the program. When you're done, log back into your regular account and, for security purposes, disable the administrator account using:

    net user administrator /active:no
