As a work around of this problem, please type: regedit in the Start Search box to open Registry Editor, set the value of GeneralizationState under HKEY_LOCAL_MACHINE\SYSTEM\Setup\Status\SysprepStatus to 7, then run sysprep again.
If the same issue still persists, please unistall the MSDTC and Reinstall it (from elevated command prompt), then try the sysprep.
To uninstall MSDTC :Code:msdtc -uninstall
To reinstall MSDTC :Code:msdtc –install
The remaining rearm count was 2, I thought thats what you said so I didn't check the other but now im booted back into my other install because the old drive version isnt connecting to the internet. I set the sysprepstatus to 7, and re installed msdtc, still isnt working.

Still want to clone the disks? Try a linux live distro like ubuntu, and from a terminal run the command
dd if=/dev/sda of=/dev/sdb
Should go flawless.
Thanks for the advice, I've solved the issue for now though.
I cloned the drive using the partition wizard Kaktussoft linked and then I just went ahead and reformatted the drive before re installing windows. I have all my stuff and all is now well. Problem solved :)
