I don't need ideas about what to design... I need a program that enables me to create designs in the first place so I can use the Lightscribe software to make my Lightscribe enabled CD-Rom drive etch my deign on to the CD.

I did find a "labeler" here:
    LightScribe - Downloads - Windows

Is this a prog used to create designs only?

The website has a video that does a decent job of demonstrating what the software does. The website claims Windows Media Player is needed to run the video but any video player will work. I have WMP disabled on my computer (hate that program!) and the video played just fine in my current default media player.

It is used to create your design and then burn it to your disk. You need to have the LightScribe System Software installed which is also a free download. Its has a limited amount of templates but you can add more.

The free Design Center has downloadable template design packs that work perfectly with the Template Labeler.
