ok, i followed your instructions about how to deactivate smartscreen in windows 8, BUT it seems to work only for internet explorer. on win 8 the smartscreen filter is also in the OS, not only in the browser, so how can i make sure that the smartscreen is actually off all over, not just when browsing?

I don't understand, Smart Screen filter is for websites, which can only be accessed with a browser.

nope, it was introduced in windows 8 at the OS level, not just for IE10.
it is also on the microsoft blognet technet or whatever they call their articles.
That's the problem, it does not let me start an app that did not build a good reputation yet. but that would be the least problem, the real huge issue is that is DELETING the installation files without my authorization!!!!!!!!!
Not happy with that, it also displays a message sayng more or less "smartscreen just deleted a dangerous app" i mean as soon as i go over it with the mouse!!!! even bragging about it...
i am going nuts after this stupid smartscreen filter.
