moving/renaming system32 commands on win 7 doesnt work as expecte

Say I move ping.exe or netstat.exe from the system32 folder and run the command. I know the command runs (used wireshark for ping.exe to capture packets) but the display on the screen is messed up - nothing shows up.
    Any idea why?

Is this a feature of windows 7?
How can I work around this?

    Thanks

Why do you need to move them why not run directly from elevated command prompt

    eg

moving/renaming system32 commands on win 7 doesnt work as expected

Actually speaking those commands don't need elevated privileges to be executed (either inside/outside) of system32.

Does Win 7 use the command name and location information when executing the command?

    Thanks
