A lot of people swear by TrueCrypt for encryption. I don't use that kind of thing so can give you nothing more specific. Sorry. Are you on the Tor network by any chance?

I'm assuming though , that you want something to make your library wifi "safe"? Just take all your normal precautions, use the public setting, make sure your A/V is updated and your firewall is on. I wouldn't use a public wifi for banking (but have). Just be careful and follow s.o.p., you'll be o.k.. I use a LOT of library/McDonalds/Motel hotspots during the year and have yet to have any horror stories to tell.

There is non-encrypted signal with the data transfer process when you are using Wireless networks. Except you install some security software, there is no special service about this. but you can follow these tips to protect your message:Try not to use online banking and some other personal services

For the wifi signal to being encrypted, the router you connect to must have it enabled, it doesn't depends on you at all. You can control that when you own the wifi hotspot (in your home), but when using a third party one you must use whatever THEY decided to use. Truecrypt and similar doesn't help at all here, as it works on the storage drives and not on network connections.
For public wifi signals, typically they have no encryption at all, or WEP at most, which is as insecure as no encryption.

I would enforce more strict firewall rules and keep an eye on updating antiviruses and have tight permissions on network access to your PC. Also, it's best to not use high security websites like banks. Other than that, nothing special is needed, a few precautions and you're mostly safe.
