Universal win 7 disc doesn't give option boot from cd?

I followed the correct procedures for creating the disc from a win 7 retail upgrade 64 bit disc for home premium set pc to boot from disc but, I don't get the press any key to boot from disc option. Instead, it just boots up normally. I have so many things wrong though I think it's time for a fresh install but, I only want to install the home premium version using the universal disc instead of installing all the other versions that just take up drive space though any ideas? Thanks for all help!

I checked my 32 bit universal disc by inserting it into the pc while on, and it pops up and shows a list of all the versions to choose from just, the 64 bit disc does nothing when incerted? Did I do something wrong when I created it? I made a couple but, neither of the 64 bit universal discs seem to work. Is it not possible to create a 64 bit universal? Thanks! :)
