Here is what's needed for Troubleshooting Windows 7 Failure to Start based on seeing every possible problem since before Win7 was even released.

The tools I'd keep on hand are the Win7 installer which contains the Repair console, free Partition Wizard bootable CD and one of the bootable AV's listed at the beginning. These cover most of the steps listed which do everything possible to repair Win7.

Okay I keep seeing the LivePE tonight in a few post. I Google it and it don't make sense.
What does LivePE do or what is it?

A boot disk that runs Windows like Hirens XP, or Linux Live CD which contains the OS itself - is what I make of it.

yeah, i would, besides the fact i usually remove the support and upgrade folders to save some extra space, remove some extra components and that sorta thing, i always have a spare laying around with the repair and everything but i'm making this for somebody else besides me, i have both my livePE, hirens boot cd, can't figure out how to boot minitool partition manager from grub4dos, but have it in my livePE, memtest erroers disk errors, all sorts of things that could help as much as possible, I'm making this also for a less computer savvy person, so i gotta find some easy-to-use tools also for them to use, i'll look at the windows failure to start and see what i come up with thanks for your help :), and sorry it took me so long to respond :)

let's say i'm running from my livePE that's 32bit to fix my 64bit system, could i just ru the 32bit version, or you don't know?

    --Edit--
If not that's fine bacause i'll just figure out grub4dos and boot the x64 version from that, easy and done (if it'll let me do that).

You'll need the same bit-version for repairs, too.

I just want to point out that Easy Recovery Essentials for Windows is anything but a scam. Our engineers at NeoSmart Technologies would be scandalized (well, miffed, at the very least) to hear you say that: we've been working on creating a CD to fully reverse engineer and recreate (instead of try to repair) your entire boot configuration for years. Having DV thankfully succeeded in creating a CD that pretty much fixes all boot-related issues we've come across, we're now working on making EasyRE fix common problems with Windows itself (e.g. latest updates find and fix infinite loops associated with Windows Update problems).

That said, to reply to the original question from before: Yes, EasyRE is Linux-based and as such cannot be run from within a Windows PE environment. We have our own instructions on making a bootable USB repair stick with EasyRE on there, and it plays nice with EasyBCD's "create bootable external media" feature (in ISO mode).

(It used to be based on Windows PE, but Microsoft has completely brought to an end all 3rd-party ISVs' licensing of Windows PE - only OEMs are allowed to use it now. Fun fact: any ISVs still using WinPE for their bootable environment - including antivirus and partitioning companies - are in violation of the WinPE redistribution policy.)
