There's a great searchable software tools database. Just click on Tools on the left of the initial page to get the search engine.
edit: also try the usual freeware sites: sourceforge.net, softpedia.com, snapfiles.com, filehippo.com
and sites like zdnet.

I like WinLAME and Format Factory for this.
WinLAME pops up a warning that changing bitrates may degrade sound quality, but I've noticed no problems.

...Just FYI,
I had a chance to download & install Freemake Audio Converter however, I did not see an option / function to change the bitrate of an MP3 file.
I think if you press the cog icon on one of the presets you can set the bitrate to whatever you like. I don't actually use Freemake audio converter but that is how it is done on their Video Converter.

I’m sure what you say is true, however, by setting one of the presets you can set the bitrate for ripping CD’s to MP3’s but that will not change existing MP3 files to a lower bitrate which is what I need to do.
Load the mp3 and "convert" it to mp3. You can then change the bitrate of the converted file. I very much doubt that you can do an in place conversion.
I would like to recommend 3 free converters I have used before:
1. Zamzar, online converter, easy to use. You need to upload your file and the result would send back to you via email in a few mintues
2. Wondershare free video converter, which is offline tool and support batch convert, very easy to use.
3. ffmpeg, not that easy if you are not command line geeks.
