How do I get FrontPage 2003 to open correctly in Win7

When I open FrontPage I get an error msg that it did not open correctly the last time, and would I like to open it in safe mode? I can open it in safe mode. I've tried re-installing with no difference. I have heard of an update to install but can not find it anyplace. Any help is greatly appreciated.

Office 2003 support is ending next April

       Note
Important notice for users of Office 2003: To continue receiving security updates for Office, make sure that you're running Office 2003 Service Pack 3 (SP3). The support for Office 2003 ends April 8, 2014. If you’re running Office 2003 after support ends, to ensure that you will receive all important security updates for Office you need to upgrade to a later version such as Office 365 or Office 2013. For more information, see Support is ending for Office 2003.

The latest SP update is SP3

Download Office 2003 Service Pack 3 (SP3) from Official Microsoft Download Center

    You might try a repair

Automatically repair Office programs - Frontpage - Office.com

You might also try disabling any add-ins and see if that affects the problem

    Add or remove an add-in - Frontpage - Office.com

I have FP2003 running, in both Win 7 64 bit and Win 8 64 bit, without problems. I have all the available updates from Microsoft installed.

I still have web sites that were generated with the (obsolete and non HTML standard) FP2003. (I'm working on replacements with a current standard web site design program).
