    Windows has a command line tool, but you have to download the Debugging Tools

    Use Dumpchk.exe to check a Memory Dump file

    But .dmp files are a different animal. Those have to be read, rather then just extracted. For other file types, there are many tools available as noted. I know the BSOD team has recommended tools to use...beyond my simple mind
