GIMP or Blender can do it, they are free. Where did you see for only $150? Mine was $599.
It's a Mac version though i don't think it's the same one that is on the subject it seems like they have many to choose from Adobe Press Photoshop Lightroom 5 (Mac) 65215145 - Micro Center) they don't have the windows one

This must be the best right here Adobe CS6 Design Standard (PC) 65163216 - Micro Center)

    Price tag is pretty sick

This is my Video tool i use right now but i want to get something that does really good with both Photos and Video This does great but it lacks features

I also have a TV encoder i'm sure you saw a thread of me doing this a while back

This is what I have now.
Amazon.com: Adobe Photoshop CS6 [LEGACY VERSION]: Software
Don't think it does video encoding though, may be wrong though.

    What was $599?

Adobe Lightroom 5 can be had for $75 Upgrade (Mac/Win), $150 full version. And right now Adobe has the full version on sale for 119.99

Adobe Photoshop CS6 is a bit tricky now as they’ve moved it to a cloud based subscription service, however I was able to purchase the Student/Teacher edition (now "Legacy" version) for $229.99

before changes were put in place which now makes it more expensive

Photoshop student & teacher CS6 (Extended) has always been a fraction of the full price but you need to meet the criteria. It's more like $1000+. In countries like Australia Adobe price gouge and expect to pay MUCH more. Lightroom is a different product and cost $100+. Photoshop Elements (PSE) is a somewhat stripped down version of CS6 but the editor engine is based on CS and adequate for most serious amateurs. Adobe are trying to sell their Creative Cloud options instead of CSx.
There are many reasonable free photo managers out there and while GIMP is a fairly powerful free image editor, I and others find its user interface lacking.

The interface improved with Single Window mode in GIMP 2.8 but Paint.Net is somewhat simpler.

I use Lightroom in combination with Photoshop. I use Lightroom for basic editing, and finish off the image with Photoshop.
