I don't know of any software that does exactly what you ask. That doesn't mean that it doesn't exist though!
However you might consider: Moo0 System Monitor - CPU / GPU / Disk Temperature. +40 others (Windows, Free, Download)
It can be configured to only show the number of running processes and you can keep the display on top so that it's always shown. You can drag it near your system tray.
Basically - deselect all fields (deselect "Computer" too)and then choose to display only the "processes" field and drag it where you need it. You can set the program to run on startup or if you use the portable version you can also add a shortcut to the program's executable into your startup folder.
%USERPROFILE%\AppData\Roaming\Microsoft\Windows\Start Menu\Programs\Startup
Copy and paste the above into the address bar in explorer.
Okay so it's not exactly what you asked for but it does manage to show the number of running process at all times!

Moo0 System Monitor looks like a great tool. It would have been better if it had a tray icon option. :)

I hope you'll find it useful, but keep in mind it's just a quick'n'dirty hack and does not have any fancy features.

I find the tool very useful, and I'm grateful.
I've noticed that while 'tcount' is running, 3 or 4 processes are constantly added and removed.
If you plan to continue developing it, may this behavior be avoided?

Glad you like it! It's simply running the tasklist.exe windows command in a loop, which is why you see those processes being created and closed constantly. Although I don't really plan to further develop the tool, I also find this behavior inelegant and will see if I can find another way.

Here you go... The updated version is tcount105.exe.
It should now poll the running process list in a much cleaner way.
