I would do a lot of reading up on it before you use or even try it.

    Rainmeter, desktop customization tool

Most of those things, windows already has.

While I agree with AddRam that Windows has most of what Rainmeter can provide and that you should read the
    Manual - Rainmeter 3.0 Manual

Having said that I do have Rainmeter installed and use it daily. Yes it is safe and the effect on system resources is directly related to the skins you install and use. I use my own skins but I installed others as examples to learn how to create my own. Do not install any skins in .zip format all skins should have the .rmskin extension and only download from safe places like Browsing deviantART This not to say that if you find a skin that does what you want that you can't just use it and not learn how to make your own.

In addition to the manual you can find more information and answers to your questions at the Rainmeter Forums - Index page

The philosophy of the Rainmeter developers is that you learn how create skins. They will not make a specific skin for you.

I have it installed in my computer and i must admit that i just lately discovered rainmeter considering that i have been using windows 7 for years. in terms of the ram consumption, the standard installation plus the default theme consumes about this much Screenshot by Lightshot.
you just have to remember that for as long as the skin is pretty much basic it wont add much burden to your system.
    Just my tips
    • if your building a theme build one based from the default one(ilustro)
    • if you are just gonna get or install a theme(skin), look for packages in deviantart or any other sources that offers the .rmskin package (a compressed files whos contents is only the .rmskin package) and not an executable(.exe) file
    • if it happens that the skin you picked is only available on a packaged exe file make sure that you have atleast a malware detector active such as malwarebytes

Never install a Rainmeter skin that is a "packaged exe file."
