Ease of Access Panel Empty, Needs Magnify.exe

I never heard about this "Ease of Access" thing, until I needed it. I opened it but its empty, I only need the magnifier tool, but giving me everything under Ease of Access is of great help. I check the windows directory but TANGO DOWN! I can't find the necessary files.

See whether you can find it here: %windir%\system32\magnify.exe

Sounds like you are missing a file that should be there ...
    Run a System File Check:
SFC /SCANNOW Command - System File Checker

Your specs show a desktop with Win 7 Ultimate.
Is it an OEM PC, Custom build, Home build, ... ?
Who installed the OS and where did the install media come from ?
