CMD WONT OPEN MISSING AND CANNOT FIND %windir%\system32\cmd.exe

Hi there and I appreciate ur time for looking at this, it has been a last resort, my cmd will not open, there is no icon, i dont seem to have the file %windir%\system32\cmd.exe and when i go to cmd properties it says this "the name %windir%\system32\cmd.exe specified in the target box is not valid. Make sure the path and file name are correct". In addition, i have not used cmd in a while so i am not sure when the problem could have occurred. Howvever, I managed to download A hacking tool and disabled my anti virus protection(norton). After doing so i removed the tool and enabled. Not sure if this is realted but could it be possible? Am currently running and scanning for malware and what not. But to no surprise, nothing. I am in need plz help, thank u for ur time

Hello and welcome to Seven Forums.

Where do you see properties of cmd if you have no %windir%\system32\cmd.exe ?

Under accessories, there is the "command prompt" but it has no icon. I cannot open it and i can only take a look at its details. I right clicked and went on to properties and if i try change anything or look on another tab it pops up that message thanks anyway for ur time appreciated

I download the tool LOIC(low orbit iron cannon), It was initially just an experiment however i'm not sure if this could have affected the problem i am having. I am currently running all scans on malware and viruses; nothing has seemed to appeared yet.

However any ideas how i can resolve the CMD problem, it would be a huge relief
    thanks

Let's try this, download the attached zip file, it has the cmd.exe from my PC. Go to C:\Windows\System32 and put the unzipped file in that folder, reboot and test.

    cmd.zip
