CMD WONT OPEN MISSING AND CANNOT FIND %windir%\system32\cmd.exe

    Hope its ok i put ere i cant seem get Cmd Exe i got login screen only there isnt any passwords i didt put as nobody would touch it , im trying learn why i got 2nd hand dell , im not sure if i understood wot i read but is there SHORT CUTS ON THE KEY PAD THAT CAN HELP ?
