HELP! The application was unable to start correctly (0xc000007b)

I've looked up this error over and over and there's a 1000 "fixes" and none of them have worked for me.

Situation: Four years ago I purchased Windows 7 Home Premium Pack, which was a disk set with four licenses. I installed three of them on my wife's laptop, my laptop, and my desktop, all 32bit. I saved the 4th license for later.

Over the last year, many of my main software packages I've been using have dropped 32 bit in favor of 64. They are all related to Video editing. So I purchased a new 2TB hard drive and installed it in my desktop as a second boot drive. F12 on power up gives me the option to boot from my old 32bit drive or the new drive. I installed my final license on the new drive with a 64 bit version of Win7 Ultimate.

I then installed Adobe's Creative Suite CC, and it's programs seemed to work perfectly (Adobe Premiere, After Effects, Photo Shop, Etc.) But then I installed BlackMagic Design Resolve Lite and the problems began. When I double click on the icon, I get the error in the thread title: The application was unable to start correctly (0xc000007b)

At first I thought it was just a problem with this particular piece of software, but I received my new Autodesk 3d Studio Max yesterday, and when I try to start it, I get the same error. So I decided to check some other programs, and I found that Adobe Lightroom gives this error.

Now I don't use Resolve very much, so it wasn't a big deal, but I do use 3ds Max a lot, and Lightroom even more, so I'm very concerned.

Every "solution" I've found on the internet are specific to pieces of software other than what I have, and their solutions don't work. But there must be some common thread since the error is the same. Please help! I don't know what to do! Thanks.

Windows 7 Ultimate x64

First off, that 7b error i thought as I remember from earlier research almost always had to do with a hardware and/or driver issue.
Secondly, I don't know how you got a license key from Windows Home Prem 32bit to install Windows 7 ultimate 64bit system . That is never supposed to work.
Thirdly, maybe it was a wording bluder but you made reference to a 32bit drive and another drive you eluded to being 64bit. HDD's are not 32bit or 64bit, Maybe you were just referring to the OS software installed on them. I just tend to be more precise in my wording as word can easily mislead.

Windows Y home premium

Sorry for the confusion. I did say Ultimate, but then I went and looked at the disk and it says Home Premium. I had the Ultimate version of the previous version of Windows that I upgraded to Windows 7.

Anyway, I have one disk with 32bit Windows 7 installed, and a second disk with 64bit Windows 7 installed. The second 64bit Windows drive is the one with the issues.

All of my drivers are up to date- I went through the Device Manager and made sure. I don't think there is a hardware issue because I've never had any problems using the computer with the 32bit OS working, and I've been using it this way for about 4 years now.

Also, why would Adobe After Effects and Adobe Premiere work, and the "simpler" Adobe Lightroom not?
