    Sound: Audacity

Video: there's a bunch that vary in complexity depending on what exactly you want to do and with what file types. Machete Lite is a good free basic editor that can cut out segments of video files, but it only works on WMV and AVI. Hard to answer your question without more details about what you need to do and on what type of files. For instance, do you want to change brightness and contrast or do you just want to chop out certain portions? Do you want to overdub the audio portion of a video file? Do you want to change the file format? Etc, etc.

Audacity for sound; VirtualDub for video. All free and you can have a portable version of both applications.

Try Microsoft Express Encoder 4 sp2. It's cool to me, we can also capture screem.

That would be getting close to copyrights issues there,
T.V. shows all of them are copyrighted unless using a dvr,
Any free stuff is downloadable from the network issuing the show,

It's one thing to buy a series.... and use it for something your not going to charge people for to show it,
It's quite another to copy shows and sell what you make from it,
    Cheers.
