Computer has problem with Boot Drives

Just recently put this computer together, and installed Windows 7 on my SSD. However, it seems to only want to boot about 1/5th of the time. I have to hit the reset button at least 4-5 times before the computer will boot itself. Every other time I get the same Error message.

Reboot and select proper Boot device or insert Boot media in selected Boot device and press a key

    OR

Windows failed to start properly. Please insert the installation disk (I installed from a USB), select language, and click on 'Repair my Computer.'

It seems that when I unplug and plug back in the SATA cables, the computer will boot.

Also, when I go into BIOS to set the boot order, when I click on System settings, it freezes and I can no longer interact with the computer.

Then, for what seems like a fraction of the time, my computer boots normally and I can use it like I want too.

When Windows is running I'd go to Win7's Backup and Restore and create the Repair Disc then boot to it. If that doesn't work I can create the disc on another Win7 computer but have to be careful to use the same type computer, either 32-bit or 64-bit.
