Windows 7: Running old 16 bit on a 64 bit computer

I believe MS disabled running 16-bit apps with Vista (even 32 bit Vista). So, as mentioned above, a virtual machine (XP Mode in 7 or Virtual Box) would be the way to go.

Computer Running Hot when Idle
The fan sounds like a jet engine prepping for takeoff when the computer was sitting idle. So I downloaded Core Temp and it is telling me that the TJ max is 85C and my computer is running at 78-83C at that was when there was nothing going on. My question is what is going on that is making it run...
