    many thanks will wait in anticipation

    i am novice but can't really grasp how hardware can add something to the system then when the HW is removed the driver whatever simply doesn't persist, i really can't comprehend why the OS needed to know about this device?

    You should check in the Control Panel > Programs list to see if you see Winpower software listed. If so, you could uninstall it.

    there is nothing i can determine on the programs list that would make it easy, i'll never buy another one of these things

    had another look nothing points to winpower or dell, there is this site? i got no idea

    I have an UPS on my computer center -- although I don't have the shutdown software active, we can do that ourselves. Gardenlen, we're talking desktop, correct? Because if desktop, if the power "blinks" or browns out, desktop powers off suddenly, without warning, whatever work was in progress -- now depends upon the last backups auto-made by whatever programs were active.
