Make sure the runtimes needed for it are correctly installed. Look to install the correct version of the C++ redistributables the program needs.
Other than that, a program crash always means a bug in the ran program, possibly related to the changes between WinXP and Win7. Without some details it's impossible to tell why exactly.
What does it means "handmade"? Have you created it yourself?

NO. a company make it but now they have closed. what do you mean to put the correct version of the c++ redistributables ???? the programs run on the win2000 professional without hanging. so in the win 2000 which c++ has? what should i install? i have this program run offline only with the installation of win2000 pro. no updates or anything else.

You need the runtime version that this particular program requires (no idea which one is since I don't know what program it is). It's typically good practice to install all possible versions to make sure. Look for these at least:

    https://www.microsoft.com/en-us/down...s.aspx?id=5638
Download Microsoft Visual C++ 2008 Redistributable Package (x86) from Official Microsoft Download Center
Download Microsoft Visual C++ 2010 Redistributable Package (x86) from Official Microsoft Download Center

Other than that, what's the exact error message in the program? Most likely it's a bug in it that needs to be fixed by the developer himself.

Windows by itself doesn't includes anything, that's why you should install them separately. Which one you need depends entirely on the program., not on the Windows version at all.

Try installing Visual C++ redistributable 2005.

Also try, right click the exe file and properties - compatibility tab:
    - check "run this program in compatibility mode" and select windows 2000
    - check "run this program as an administrator" too.
