Directx seems to be broken after a faulty installation

I was trying to update my GPU driver(from Compaq NY461AA-ABA CQ5107c Drivers Download for Windows 7, 8.1, 8, Vista, XP) and everything went fine till it finished, where the resolution blew up. After a bit of tinkering , I figured I could go into one of my games and fix it there, as the slider was limited to for choices on the control panel. Then I learned that Directx was missing one of its files and League of Legends couldn't be played(can't be reproduced, it just freezes when I start it up now). And I feel like I tried everything. I used SFc, updated the Directx mutiple times(in which it said it was already at the highest upgrade available), End User Runtime, your troubleshooting for games system restore, running my Malwarebytes program, resetting the computer etc etc. And I can't reinstall Windows 7 because I don't have the original CD, so I'd love if you guys got anything else :)

Well, you seem to have already done what I would suggest.

Run the portable version of Tweaking.com - Windows Repair as admin in Safe Mode with Networking and repair with default options.
