During startup I always receive "Windows failed to start" error

I just built a new pc two days ago and have noticed every single time on startup I receive the "Error: Windows failed to start. A recent hardware or software change might have caused the issue after you install Windows Updates" error, the keyboard doesn't turn on during boot so I can't access the bios despite having changed the boot order to specifically boot usb before anything else, now all I can do when I see the message is turn the pc off again, unplug all the sata cables, which then allows the keyboard to start working straight away some how, then once I've accessed the bios I just turn it off again, plug the sata cables back in and the error just disappears, only reappearing when I next boot

    Perhaps a device address conflict?
I had once a problem with loading, swapped the Sata port and it runs since than ok.

Could you also correct your My System Specs to show your new build?

Did you do a Clean Install of Windows 7 for your new build and did you activate Windows 7?
