Can I control whether software installs for one user or all?

For a PC with more than one user account, is it possible to control whether new software installs on all or one user?

I think that I know what you are asking, but please bear with my preface:

Software generally installs into the Program Files folder. Most users can start programs from those files.

The shortcuts that start the software might appear on the Public desktop (the one that all users see). Those same shortcuts might appear in the common Start menu (the one that all users see).

Sometimes software will ask you during the installation process if you want it installed for "all users" of just the "current user". In reality, the software is probably going to be available to all users - they just have to know how to use Windows (file) Explorer to find and start it.

If your question is: can I change the installation process if the screens don't ask the "all users vs. current user" question... then the answer is: most likely not.

But you can achieve the desired result by moving the desktop shortcuts and the start menu shortcuts to the desired "current user" account. Let us know if you need help doing that.

You could resort to other methods:
    - AppLocker (Ultimate and Enterprise) Restrict Access to Programs with AppLocker in Windows 7 or https://technet.microsoft.com/en-us/.../dd759117.aspx
    - Parental Controls - Parental Controls - Setup and Use
    - 3rd Party like AppLocker - AppLocker - Download

Just move the program shortcut from the per-user Start Menu to the all-users Start Menu.
