Latest available version of GIMP
I know a few people on SevenForums use GIMP.

Heck I'm still on 2.8.10
Never could get the last version to show all the icons under layers.. :/
I haven't used gimp or cd6 in a long time
To get GIMP to work properly on my system I have to remove most of win 7 visual effects. Not sure which ones cause the problem. I just set it for best performance and add a few back.
One of these day I'll get around to finding which setting is the problem with me but at least I have a very snappy GUI.
Yea I don't use a whole lot of them personally
Haven't tried the new versions in a while either
But I would guess it's the bottom setting :/

Something you could try:
- Create a backup of your GIMP user settings (C:\Users\<username>\.gimp-2.8)
- Delete the current settings and let GIMP create a new set of GIMP user settings
I had an issue with the "Export as jpg" dialog window not showing the estimated file size (after I created a new Windows installation last year).
Creating a new set of GIMP user settings fixed the issue.
I have no idea what caused it, as I was able to transfer my old settings to the new GIMP user settings folder, without causing the issue to reappear.
Yep might be a good time to take a look see at the new version since I don't use it much anyway
