What file or folder (by name and location) do you want to delete?

Your command line uses an attribute but none is specified.

Is the file in use (running) as a service?

You didn't reply to my question about Garmin running. I'll bet it loads at startup which is why you get that message.

Download and run the utility called AutoRuns:

    https://technet.microsoft.com/en-us/.../bb963902.aspx

Find the Garmin file (or files) that start up (it is checked) and uncheck it. You can then use Task Manager to stop the service or just reboot Windows. You should now be able to remove the folder and included files.

You could not delete it because that program allways phones home, you need to turn off automatic updates in the Garmin settings.

If none of the above works for you; try removing the program from Safe Mode.
It's probably not running in Safe Mode.
