Problem installing Visual studio (.Net Framework 4.5)

Visual studio installation hangs up on me, when trying to install .net Framework developer tools. I have attempted to install them standalone, but the activity is fruitless only returning error:

"0x8007643 - fatal error during installation process".

The .net framework 4.5.1 won't install either, likewise reporting a fatal error. I have now tried all the method mentioned in MS guide regarding the issue.As a result, the cleanup tool managed to uninstall the .net framework 3.5 and earlier (4.6.1 is still on the system according to the installer). Now, I can't even install the framework 3.5, the installer returns an error ".net framework is either disabled or enabled". The feature doesn't even exist in windows features so this is rather impossible to fix.

couple of questions/requirements
first please fill out your system specs, are you running SP1?, if not thats your problem .
Do you have Visual studios 2005 & 2013 on your system, you need them both.
NORMAL netframework, you should have in LOCAL SERVICES (via control panel >> admin Tools)
V2 x64 & X86 both dissabled
What else is showing

The Developer tool kit your trying to download is an MSDN application not normally found/used on a Home W7 set-up,
Just netframework on these.
(you may also need a development account ie the correct product key)

Is the basic Netframework downloadable, ie shown in windows updates?

I do not have any version of the visual studio installed. However, I have something called "Visual studio remote debugger" on the system.

I am not sure whether I have the normal .net framework. As I stated I used the clean-up tool, and the installer won't work for the 3.5 now. However, there exists "Microsoft .net framework NGEN..." in services, not sure whether this is the "normal" framework.

What do you mean by V2 disabled?

I am trying to download the developer tool kit only because the VS installation process tried to install it and got stuck.

Once again, I do not know what is meant by "normal" .net framework. There have been plenty of .netframework related updates in winupdate. Right now I have to fix the winupdate anyway, as I got the "reverting changes" bug.

Right now the problem to be solved is that the "Turn On/Off windows features" list doesn't populate correctly, so I can't even install any .net framework versions. The list also populates extremely slowly (taking about an hour to populate). Once I had the .net framework appear in the list, but forgot to enable the sub-folders so I still can't install a thing. Since, it hasn't appeared in the list at all. I am not sure if I should just wait even after the list is populated, maybe the .net framework appears that way?

The issue still persists. It's impossible to install framework 3.5 since the installer complains that the 3.5 feature must be turned ON. Turning the feature on fails.

Likewise the 4.5 installer complains that framework .net must be installed.
