Glitchy games and programs in desktop

Hello, for some time now I've had a problem with my programs (Mostly video games and applications), I do not know how this happened but when I enter certain video games or other programs that involve graphics the windows of said games will constantly blip white for a moment as if unresponsive leaving it completely unplayable. I've investigated further by my own accord and discovered that under the Task Manager and applications tab when I have myself tabbed out on my desktop said program will be jumping back and fourth from running to not responding or others just simply say not responding. I figured this would be a DirectX issue or some sort but when I run DxDiag it says that everything is completely fine, as of this moment I am completely at a loss of what to do or how to resolve this issue. Today was when I called it quits and decided to post here in hopes that there is a solution other then just wiping my OS to a fresh install due to again when in a program, the entire screen went completely white, things were responding but I could not visually see anything at all. A quick restart was all I needed but I could really use some help. Thank you so much for your time.

(( NOTE: I posted this here due to the fact I was completely unsure of what is really causing the issue, I really have no clue if it's graphics cards or drivers or something else))

You need to fill in your System Specs completely so we know what you have.

Specs should be up there right now, I also exported a MSInfo for you in case you need it, there is a TON of error messaging in it

Since you are showing 16 GB of RAM I assume you have a recent CPU, but go ahead and put that in your Spec's so we know. Thanks, == The next time that it starts, hit "Control, Alt, Delete". A screen will popup that will have "Start Task Manager". Click that and a window pops up and you will see a "Performance" tab. Click on that. You will see a percentage of CPU usage. Let us know what that is.

Okay, so I did a test with a window, If I drag said window around the desktop it decides to leave a trail of wherever I drag it for just a few moments (Kinda like the cursor option). and CPU skyrockets up to a range from 40% all the way to 78%. Another thing I noticed is sometimes even though I'm holding down my LB on my mouse it will suddenly stop as if I had let go even though I had not. Apologies I did misunderstood your question from before BigMck.

Again, you need to put in your spec's the kind of CPU that you have. It is not a percentage. Is it a Core Two Duo, Pentium, i3, i5, etc. That is big in determining your problem. == We can't help unless you do EXACTLY what is asked. I don't want any dragging or anything. Done, and it would help if said instructions were a lot more clear then given, you asked for a percentage and I quote

"Click on that. You will see a percentage of CPU usage. Let us know what that is." So what is what was done. AS for the CPU now that it is more clear I am currently running an i5 Quad Core Intel

You know this is why I don't bother on forums you silly desk jockeys lol, it's so much more worse then Microshit tech support you're very unclear with how you instruct people on what to do and how do to it.
